Limited historical participation has resulted in an under accounting of total clean water investment need, which inhibits Congress’ understanding of our collective capital needs. Furthermore, the state funding allocation formula for programs such as the Sewer Overflow and Stormwater Reuse Municipal Grant Program is directly tied to the results of the CWNS.
