David Denard became the Director of the Environmental Services Department for Jefferson County, AL in November 2007. The Department provides regional sanitary sewer service for the Birmingham metropolitan area. In his 17 years with Jefferson County, Mr. Denard served in various and progressively responsible engineering and administrative roles before becoming Director in 2007 and as a Project Engineer at Law Engineering and Environmental Services prior to 1999. Mr. Denard has successfully managed the Department through the aftermath of a public corruption and financial management scandal prior to 2006, the negotiation and emergence from a $4B municipal bankruptcy from 2011 to 2013, and the partial termination of a $2B Clean Water Act Consent Decree.

Mr. Denard received a BS degree in Civil Engineering from the University of Alabama at Birmingham and is a registered professional engineer in the state of Alabama. He is a lifelong resident of the Birmingham area and a member of the Leadership Birmingham 2016 class.
