Summit County plans to create stormwater district using portion of its ARPA funds

Summit County is planning to create a stormwater district that would include the county’s townships and some of its villages, with residents there eventually paying a monthly fee for the district.
The county plans to start funding projects through the district with millions of dollars it received through the America Rescue Plan Act (ARPA), with the county planning to charge residents in the future, after it spends the ARPA money. Its goal is to keep the fee under $8 a month, and it wouldn't start until 2025.
Summit County received $105.1 million through ARPA. The county plans to use the ARPA money to fund projects it hasn’t been able to afford.
