Wes Kucera is the Managing Director of Water and Wastewater for the City of Garland. Garland Water Utilities provides water distribution and wastewater collection services to the City with a service population of 236,000. The wastewater treatment division has two treatment facilities, Rowlett and Duck Creek, and provides regional sewer services to Garland and surrounding communities of approximately 330,000 residents. The Duck Creek facility treats up to 40 MGD and also provides treated water for reuse to a local power plant. The utility has over 150 employees with a combined operating and capital improvement budget of $190 million.
Mr. Kucera has over 30 years experience in the public and private sectors with an emphasis on analytical testing of water and wastewater. He has co-authored numerous papers regarding wastewater process controls and biosolids.
He has served as past president of the Texas Association of Clean Water Agencies (TACWA), and is currently serving as a member of the Water Resources Council as part of the North Central Texas Council of Governments and the Garland Chamber of Commerce Legislative Affairs Committee. Mr. Kucera graduated from the University of North Texas with a Bachelor’s degree in Biology.
