EPA Hosts Intergovernmental Briefing on Lead and Copper Rule Proposal

(October 30, 2019) – EPA held a regulatory briefing Oct. 25 for intergovernmental associations on the Agency’s proposed Lead and Copper Rule (LCR) Long-Term Revisions.

EPA’s Office of Water Deputy Assistant Administrator Lee Forsgren and the Office of Groundwater and Drinking Water (OGWDW) Acting Director Jennifer McClain gave a high-level preview of the regulatory proposal. OGWDW’s Director of Risk Management Division, Eric Burneson, provided a more detailed dive into the intricacies of the LCR including the six key issues that are being considered under the proposal.

The prepublication version of the proposed rulemaking was published on October 10 and although primarily an issue for drinking water utilities, there are some changes to corrosion control treatment and phosphorus additions that could impact downstream clean water utilities with stringent phosphorus removal requirements. Once the proposed rule is published in the Federal Register, there is a 60-day window to submit comments.
