Clean Water Current

The National Academy of Public Administration (NAPA) is currently conducting a study on water affordability and is seeking input from the clean water community.  NACWA met with NAPA earlier this year to discuss the study, which was initiated in response to a Congressional request.  NAPA is now conducting a survey to collect further information.  NAPA is a Congressionally-chartered, independent and non-partisan organization established in 1967 to provide expert advice to the federal government to help it address its critical management challenges. NAPA has been asked to create a definition and framework for community affordability that can be used to supplement EPA’s Financial Capability Assessment (FCA) guidance documents for the control of Combined Sewer Overflow events (CSOs). The scope of the study also includes consideration of potential opportunities for innovative solutions that promote affordability through cost-savings, such as integrated planning, non-point source controls, and green infrastructure investments. As part of the study, NAPA is collecting input from experts within the federal government, as well as from a broad group of external stakeholders, to better understand the perceived strengths and weaknesses of EPA’s existing FCA framework and the potential to reduce costs through innovative solutions.

NAPA is looking for clean water utilities and other stakeholders to complete this survey to provide additional input for their study.  The information will be received and analyzed by NAPA in order to inform its final report to Congress.  You can also preview the survey questions here.
